There are four classes of oil called class a, b, c and, d
Class a, is usually a clear oil and spreads rapidly and usually a strong odor.
Class b, is none sticky and usually oily and less toxic but it still spreads rapidly.
Class c, is heavy and viciously sticky and the color is usually brown or black.
Class d, is non toxic and non fluid oil usually black or brown.
Marine coast gaurd is a police type but for the ocean if there is oil on the ocean the marine
coast gaurd will clean it up as fast as they can, and try searching for injured animals.
